Once upon a time there was a Powerful State “Qustuntunya”.It was a prosper and economically strong .King was wise enough and always looking for the welfare and prosperity of public. He had one favorite Barber, allowed to live in palace (deputed for hair cutting among other needs). This barber was very near and dear to the king (like a friend) and living most of the time in Palace.

One day, while shaving king , he said “Your Excellency, we are together since years. My life is like open book in front of you .Why you do not select me in cabinet as “Masheer or Minister , so that I may enjoy and experience “Power ”? ( in reward of my services)

King smiled and said, “Dear, I have no objection .I can appoint you as Minister, but for same you have to undergo a test to prove your administrative worth! The Barber jumped with joy and agreed. King said “I heard that some ship is harboring at coast. I want to know whether it is true ? You please go and get all details ”.

Barber left palace and rushed to coastal area. He saw a ship anchored and ran back to palace happily.

He informed king “Your Excellency, you are right. I confirm that a ship is anchoring.” —

“What is nature of ship, is it a cargo ship or passenger”? Asked king

The barber showed ignorance and again ran to coast. Collected information and informed king that this is a passenger cum cargo ship.

Third time King asked, “From which country it came and what types of goods it is unloading?”—-The barber embarrassed and showed ignorance —- again ran to seashore, collected details and informed king “This ship is coming from Iraq, it is unloading cloth and carpet items”.
Oh, I see, “how many days it will stay here and who is owner of ship”?

Again Barber ran to ship place, gathered information and came back
“The owner name is Husham , and it will stay for three days”

Again, king asked “under which country flag this ship entered in our country”?

The barber was about to die due to exhaustion (process of running in-between harbor and palace and unable to walk more).
In the meanwhile Minister stepped inside .King asked Minister “I heard some ship is anchoring in our in our country, do you know some details?”

The Minister replied, “Yes Your Excellency, This ship is cargo cum passenger sailing under name and title “Jhangir” and captain /owner is Husham .Origin is Egypt. Right now, it is coming from Saudi-Arabia .It will stay three days in our country and will sail for Iran. It will stay in Iran for seven days and then shall go back to Egypt. This ship is unloading carpets and cloth while buying oil and dates from our country. It is her seventh visit in a year .I would like to request to increase some harbor tax, as sea traffic is increasing day by day. It will be beneficial and in interest of country, to spend more for public !!”

That Barber heard all .. Took his Razor and start sharpening it saying “ i DO ADMIT , Barber will remain Barber and can not act as Minister.

If a Barber become Minister What type of policies he will introduce ? With what results ? ? ? ? ? ? (Please comment)
